Four years after Ukraine's Revolution of Dignity, the country continues to face serious challenges. Ongoing Russian aggression in the Donbas, which has caused more than 10,000 deaths, is undermining the security and stability of Ukraine. Fighting continues despite settlement agreements reached in Minsk in September 2014 and February 2015. Prospects for deploying the UN peacekeeping mission in the Donbas with a robust mandate remain uncertain. Russia's illegal annexation of Crimea four years ago also created a significant problem, not only as a consequence of Russia's large military build-up on the peninsula but also due to the perilous human rights situation, not least in relation to the Crimean Tatars. While many positive steps have been taken in terms of political and economic reform, significant resistance from different interest groups remains, which risks undermining the country's reform programme and the sustainability of anticorruption efforts.

This Policy Dialogue looked at the key challenges facing Ukraine, the consequences for the wider European region and the global security order and how these could best be overcome. It also assessed the role of the international community, in particular, the EU, the US and NATO in supporting Ukraine on its European journey.
