With the ongoing refugee crisis reaching significant and unprecedented levels, the EU has found itself under increasing pressure to reach a consensus on a collective response. In this context the Council of the European Union convened an extraordinary Justice and Home Affairs (JHA) Council on 14 September. The JHA Council left questions unanswered and a fundamental consensus was not reached. The next day Yves Pascouau, Director for Migration and Mobility Policies at the European Policy Centre, was joined by Tom Nuttall, Charlemagne columnist at The Economist, at a Briefing to analyse the outcomes of the Council and consider the immediate and longer-term implications for migration policy in Europe.
