The COVID-19 pandemic that broke out four years ago, followed by the full-scale Russian invasion of Ukraine, acutely raised the question of how the European Union can deal with emergencies. More generally the state of global permacrisis and the climate, digital or demographic transition are testing the EU’s resilience capacities.
 
The in-person Policy Dialogue will bring together experts to discuss the lessons learned from recent crisis and examine the ways to improve the EU’s resilience, and how this can be done in the new EU institutional cycle. It will be held as part of the REGROUP (Rebuilding governance and resilience out of the pandemic) Horizon Europe project.
 
REGROUP is conducted by a consortium of 13 universities and think tanks under the scientific lead of the University of Groningen. The aim of this three-year project is to analyse the societal and political consequences of COVID-19 and present coherent and actionable policy recommendations for the reform of the post-pandemic EU. 
 
Participation is open to EPC members only, the media, EU officials, and the invitees of the REGROUP partners
