The Digital Agenda is a "moving target" in a fast-changing world and is increasingly at the heart of a wide range of policies, according to Constantijn van Oranje-Nassau, Head of Cabinet of European Commission Vice-President Neelie Kroes responsible for the Digital Agenda for Europe, is still seen merely as technology or, at best, a "sector" when it is so much more than that. "There is never a finishing line...we are really in a period of deep transition...we are not, by a long shot, near the end of our programme."
